This report refers to the FEMA Federal Regional Center (FRC) in Bothell, Washington. The purpose of this report is to develop an engineering design package to protect the Federal Emergency Management Agency (FEMA) National Radio System (FNARS) facilities against the effects of high-altitude electromagnetic pulses (HEMPS).
